REPORT No 325

ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY THE
SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM OCTOBER 27
UNTIL NOVEMBER 3, 1996

October 27th,

GJAKOVA: Brothers Hilmi and Halil Pelaj from Novosella village
(Gjakova), were physically ill-treated by the police while carrying
the memorial stone which was supposed to be placed in honor of 22
Albanians - victims of the Montenegrin terror in 1913. Today, on
the occasion of the unveiling of this memorial stone, the police of
the local police station of Ozdrim village checked the identity of
Musa Rexhaj, secretary of the LDK branch of Peja and of Avdi Sefaj
from Novosella village.
PRISHTINA: Ljubisa Protic left a summons for the family of Ibrahim
Delibashzada, living at "Gjakova" str. 7, to vote on the occasion
of the Serbian elections for the federal deputies. Ibrahim was not
at home, and his old mother did not accept the summons.
PODUJEVA: On the Podujeva-Hertica road, some policemen stopped in
the street Muharrem Bilalli, who tried to escape, as the same
policemen had searched for him at his house before. The policemen
went after Muharrem shooting with fire arms, and after they caught
him, they arrested him and took him to the prison of Prokuplje. On
their way there, the policemen stopped in the street Bajram
Llalloshi, took his ID card and ordered him to report again the
next day to the police station.

October 28th,

TETOVA: The court for petty offenses of second instance of Shkup
confirmed the sentences of Arb&r Xhaferi, chairman, and Menduh
Tha^i, vice-chairman of the Party for Albanian Democratic
Prosperity, with the "argumentation" that "on November 13, 1994 in
Tetova, on the town square in the election meeting they have used
the flag of a foreign country", respectively the Albanian national
flag. On the same motive, also a group of Albanian students from
Tetova and some political party activists from Kumanova were
accused.
MALISHEVA: The villager Budimir Babovic, who lives just across the
building of the "Lasgush Poradeci" secondary school, besides
stealing the inventory and committing other damages in this school,
turned its garden into a pasture for his cattle, and he turned the
teachers' room into a granary. The Albanian pupils, teachers and
the other staff were violently forced to leave this building in
1991.
MITROVICA: Nearby the health center in Podujeva, the police stopped
Halil Nezir Beqiri (17) who was driving his tractor, on which were
also Haki Shefqet Curri (18), Lulzim Ballofci (18), Nexhmi Beqiri
(20), Xhemail Nazif Xhafa (20), Sadri Veli Isufi (23), Bahtije
Idriz Isufi (46) and Sevdije Idriz Curri (42), all of them from
Mitrovica. During the identity check, the policemen physically ill-
treated Halil Nezir Beqiri and Sadri Veli Isufi, who did not know
to answer in Serbian, and afterwards arrested Sadri, Isuf, Xhemail
and Haki, who were physically ill-treated at the police station.
Xhemail suffered body injuries allover his body, while one of the
policemen hit him on his genitals and threatened to liquidate him.
PRIZREN: Dr. Sinan Ademi, professor at the economic faculty of
Prishtina, was sentenced to a term of four months' conditional
imprisonment by the district court, and Sylejman Gjakmani, living
at "Bingeni" str. 7/6th 23, Prizren, to a term of three months'
imprisonment, for crossing the border without visa on the
border-crossing point between Macedonia and Albania Qafa e Than&s.
The district court of Kanjizha of Vojvodia sentenced to a term of
3 months' imprisonment Fadil Mazreku from Dushanova village
(Prizren), for the reason of taking his passport at the Yugoslav
consulate of Zurich, Switzerland.
DE^AN: Xhavit Nimonaj, a secretary of the Parliamentary Party of
Kosova's local sub-branch of the village of Gllogjan, was taken for
weapons to the police and questioned about the party's political
activities.
PODUJEVA: A police squad searched for weapons at the house of Adem
(60), Rrahim and Isak Fazliu in the village of Dumnica. On this
occasion, Adem and Rrahim's son Fehmi Fazliu were physically
ill-treated in presence of their family members, and all of them
were taken to the local police station of Podujeva. In Bellasica
village, 35 kilometers north of Podujeva, the "Serbiasuma"
state-run forest enterprise undertook a wide campaign about cutting
and damaging forests. According to the daily "Bujku", this
enterprise had planned to cut 5.300 cubic meters of wood during
this year, while last year in this region were cut 4500 cubic
meters. The plundering of the forest is perpetrated via an
intermediator called Andria, a Serbian colonist from Croatia.
DRAGASH: The association of pensioners in Dragash excluded the
Albanian pensioners from the distribution of wood to pensioners.
OBILIQ: At the local police station of Obiliq, the police
physically ill-treated Sabit Mjekiqi (60) from the village of
Grabovci i Ep&rm.

October 29th,

VUSHTRRI: Bajram Mulaku, principal of the high school for
mechanical engineering of Mitrovica and chairman of the local LDK
branch of Vushtrri, was taken by the police and was sent to serve
his sentence by the regional court of Mitrovica, for organising
lessons at this school. The court's sentence was neither sent to
the defendant nor to his counsel for the defence.
SUHAREKA: At the wood market, the police confiscated from Albanian
traders 7 tractors and 3 trucks of wood, even though they all
"officially" were stamped by the Serbian authorities. The wood was
transported to the police station.
FERIZAJ: Ismet Sadiku, member of the local LDK branch, was taken to
the security center of Ferizaj for "informative talks", and was
interrogated about the branch's political activities.
JANJEVA: Some policemen asked from the principal of the"Shtjef&n
Gje^ovi" primary school the number of the pupils and classes. The
same data were also collected from the other schools of this
region.


October 30th,

SUHAREKA: Serbian policemen, accompanied by an Albanian civilian
from Carraleva village (Shtimje), raided for weapons the house of
Avdullah Kamer Suka in Bllaca village. As they did not find any
weapon, they took with them Avdullah and drove in the direction of
Shtimje. Avdullah's fate is unknown since then.
SHTIMJE: Fetah Ramadan Krasniqi (1955), employee with the "Idriz
Ajeti" primary school of Kara^ica village, was stopped in the
street by the policeman Bozidar Marinkovic and another policeman.
The policemen asked him to tell them who possesses weapons, and
ordered him to report to the local police station of Shtimje where
they physically ill-treated him. Fetah was blamed for loosing the
aggregate in the foresters' house in Carraleva village. As a
consequence of the ill-treatement, he suffered a trauma and had to
seek for medical treatment at the neuropsychiatric clinic of
Prishtina.
BUJANOC: The regional court for the fourth time postponed the trial
of Sevdail Hyseni, author of the book of satiric poetry "Kur t&
qesh fati". The chairperson of the judges Vesna Stojanovic said
that they had to postpone the trial because of the general strike
of the lawyers of Serbia.
GJAKOVA: Qemajl Zhubi, bill-collector of the financial council of
Gjakova, was taken for "informative talks" twice, and was
interrogated about the council's organizing, about Albanian
political activists of Gjakova and others.
SKENDERAJ: Unidentified persons broke more than ten doors and
demolished the inventory of the "Liria" primary school of Turiqec
village. As nothing was stolen, it is supposed that the
perpetrators committed this act, only with the aim to interrupt the
school's lessons.

October 31st,

PODUJEVA: In Surkish village, some policemen raided the house of
Osman Llugaliu (70), pensioner, and physically ill-treated him in
the presence of his family members. After the raid, he was taken to
the police station of Podujeva, where he again was physically ill-
treated, until he fainted. The policemen interrogated him about the
killings of an inspector and a Serbian police employee some days
ago, telling him among other things, that his son Florim allegedly
came back from Albania, killed the inspectors and that he is the
one "who knows who threw the bombs into the police station". The
policemen also raided the house of Xhavit Shala in Letanc village,
demolished the furniture and physically ill-treated Xhavit and his
paralyzed father Ruzhdi in the presence of the family members. In
the same village, a police squad ill-treated in the street without
any reason Valdet D&rmaku, pupil of the secondary economical school
of Podujeva.
DE^AN: Lan Gecaj, member of the LDK commission for information,
local branch of De^an, was taken for "informative talks" to the
police station, was interrogated about his political activities and
ordered to report again on Monday. In Babaj i Llo^it village, 45
flats were given to Serbian and Montenegrin families, newcomers
from Albania.
OBILIQ: The members of the families of Selim and Hakif Mexhuani
from Breznica village, stated that without their knowledge, they
were registered in the voting lists of the Serbian elections.
SHTIMJE: On October 31, Durak Musli Fazliu (1949), unemployed, from
Shtimje, was taken for "informative talks" to the security center
of Ferizaj, where the inspector Srboljub Vujinovic interrogated him
about LDK's activities, and searched from him a "cassette" taped
during the elections of 1992, physically ill-treated him and
ordered him to report again the next day to the police station
together with his brother Rifat.
PRIZREN: Abdyl ^ela, activist of the local LDK sub-branch in "11
Marsi" quarter was taken for "informative talks" to the security
center of Prizren and was interrogated about the sub-branch's
activities, about LDK activists and about the work of the financial
council.

November 1st and 2nd,

GLLOGOVC: Two employees of the Serbian administration, Gordana Noga
and another person, went into some primary schools of Gllogovc and
ordered the employees of these schools, to keep them open until 6
o'clock in the morning, on November 3, because of the Serbian
elections.

DELAYED INFORMATION

VITI: On October 2, 9, 17 and 19, Ibush Haki Sefedini (1937) and
his son Ahmet I. Sefedini (1972), who was also physically
ill-treated, were arrested for weapons. On October 19, the
policemen interrogated also Ibush's father Haki Haxhi Sefedini
(84).
OBILIQ: On October 2, Faik N. Mjekiqi (65) from Grabovci i Ep&rm
village, was summoned to serve a term of 30 days' imprisonment, he
was sentenced to for keeping weapons without permit. On October 8
in Millosheva village, an individual called Nikola Savic, allegedly
for road reconstructions, collected the signatures of many Albanian
inhabitants of the village and abused them for his canditature for
the elections. In the same way also acted Jova Jovanovic in Raskova
village. On October 10, during the football match between the teams
of "Vllaznia" of Raskova village and "Vlonjati" of Dardhishta
village, the policemen of the local police station of Obiliq
threatened to interrupt the match. On October 22, 23 and 24, in the
garden of the "Dositej Obradovic" primary school of Obiliq, where
only Serbian pupils hold their lessons, fire arms and uniforms were
distributed to the civilians of this town.
VUSHTRRI: On October 10, nearby the market of Mitrovica, two
policemen stopped in the street Ismajl Adem Sadiku (1976),
cigarette-seller from Pasoma village, beat him and took him to the
security center of Mitrovica where he was physically ill- treated
and insulted on national and moral basis. The policemen also
plundered from him cigarettes in a value of 300 DM, as well as 70
dinars, and in the end threatened him to liquidate him physically.
KA^ANIK: On October 16, Bajrush I. Bunjaku from Bi^eci village, was
summoned for weapons to the police station. On October 23, Aziz
Gjokli from Doganaj village, was taken for "informative talks" and
physically ill-treated. The pretext is still unknown. On the same
day, the police interrogated for weapons Xhemajl H. Raka from Raka
village about his sons who are somewhere abroad. After having
interrogated him, Xhemajl's house was raided and he was ordered to
report again the next day to the local police station of Ferizaj.
On October 26, some policemen went into the house of Sabit S.
Berisha in Gabrrica village, searched for weapons, took Sabit with
them and brought him to the local police station of Ka^anik, where
they physically ill-treated him and ordered him to report again.
FERIZAJ: The following persons were summoned for weapons to the
police station: on October 18, Ismet Behluli (40) and Ramadan
Leskovci (45), and on October 19, 20 and 22, Zeqir Murati (51), all
of them from Fshati i Vjet&r village. On October 19 and 20, Zeqir
was physically ill-treated. On October 25 on the Rahovina - Ferizaj
road, two policemen physically ill-treated the following
footballers who were coming back from a match: Metush Tifeku, Zekir
Ademi, Sinan and Remzi ^eli, Zejnullah Koxha, Bashkim Krasniqi, and
Abdurrahim Selmani, all of them from Raka village.
GJILAN: On October 22, the former policeman Muhamet Maksuti from
Livo^i i Ep&rm village, was taken to the police station for
"informative talks" about the activities of the branch of the
independent trade unions of the former policemen. On October 23,
Aziz Mustafa, doctor, working with the emergency center of Gjilan,
was taken to the police station and was asked about his studies in
Zagreb, about his colleagues, professors and members of his family
who are abroad.
GLLOGOC: On October 24, Artan Z. Gashi (1979), pupil from Gllogoc,
was physically ill-treated by some policemen under unknown
circumstances. On October 25, a policeman called Rajko, together
with two other policemen went into the premises of the "V&llez&rit
Frash&ri" primary school of Gradica village and caused panic among
the pupils. As he was not present, they left a summons for the
principal Aziz Bardiqi to report to the police station and to bring
with him the list of the school's teachers. On October 25, the
police went into the premises of the "Rilindja" primary school of
Dobrashec village and searched for the staff's and the pupils'
data.
DE^AN: On October 24, the former policeman Muhamet Balaj from
Strellci i Ep&rm village, was taken to the police station for
"informative talks" about the organising of the independent trade
union of LDK.
PEJA: On October 25, the guard of the ONIX bath of Peja Tomo
Kali^anin, tried to rape one of the Albanian patients from
Mitrovica. The 23-years old patient was there on medical treatment
and is in a wheelchair.
RAHOVEC: On October 25, Haki Tahir Morina (1957) from Ratkoc
village, temporarily employed in Switzerland, was summoned for
"informative talks" to the local police station of Rahovec. The
inspector Ivica Grkovic interrogated him about his political
activities in Switzerland and threatened him that they will
ill-treat him, if he does not cooperate with them. Haki who was
taken to the police station before, was physically ill-treated, his
passport was seized, and he was released in order to report again.
SUHAREKA: On October 25, two policemen searched for weapons in the
house of brothers Alush and Besim Kabashi in Mohlan village. Besim
managed to escape, and Alush was physically and psychologically
ill-treated.
GJAKOVA: On October 25, the local police of Novosella village
without any reason physically ill-treated the juvenile Blerim
Sefaj.
MALISHEVA: On October 19, in a place called Zabeli i Saradakut,
nearby Kijeva, some armed Serbians, Dragoslav M. Gjuric and Vlada
J. Janjic from Kijeva, ill-treated and plundered the children Bekim
Ibishi and Mahir Kryeziu from Bubavec village. Dragoslav, after he
had stolen Bekim's watch, ordered him to run, otherwise he will
kill him. On October 26, the local police of Ratkocer village
searched for the third time Ibrahim Byty^i, principal of the
"Shk&ndija" primary school of Shkoza village, at his house. On
October 24, the policemen of the local police station of Suhareka
raided the house of Ramadan B. Zogaj, teacher with the "Ismajl
Qemajli" primary school of Bellanica village and member of the
chairmanship of the "Mother Theresa" charity association's branch
of Malisheva, and ordered him to report to the local police station
of Prizren where his fingerprints and photos were taken; he was
interrogated and ordered not to leave his house, as they will take
him again. The reason is unknown yet.
