JOB ANNOUNCEMENT

Evaluation Manager -- Mental Retardation Services

The Office of Research and Evaluation at the Virginia
Department of Mental Health, Mental Retardation and Substance
Abuse Services is seeking an experienced Research and
Evaluation Manager to provide guidance and technical
expertise for the evaluation of mental retardation services
in Virginia. Incumbent will be responsible for designing,
conducting, and managing the evaluation of mental retardation
programs, including the supervision of assigned staff. This
person will also: develop, implement and manage a new
performance and outcome measurement system; design and
implement outcome-based accountability mechanisms and data-
based managed care technologies; conduct needs assessment
studies; provide technical assistance and consultation;
conduct complex analyses of community/facility programs and
services; develop assessment instruments; conduct data
analysis; and prepare reports of studies with recommendations
to improve policies and programs. Research, statistical and
program evaluation skills are at a level normally associated
with advanced degree studies and research. Some day and
overnight travel is required.

Qualification: Must have considerable knowledge of/experience
in the delivery of services to persons with disabilities,
mental retardation services preferred; managed care
technology; performance measurement; and program evaluation.
Demonstrated ability to design, conduct, and manage complex
evaluations/studies of human services programs; to design a
variety of data collection instruments; to conduct complex
statistical analyses using computer software packages (prefer
SPSS-windows and Excel); to appropriately interpret data; and
to develop policy/programmatic recommendations; to
communicate effectively in writing and verbally.

Position #00617. Salary: $38,851 - $60,655.
