The University of Toledo and the Higher Education Program
announce a fellowship opportunity to serve in the office of
the President of one of the regional community colleges while
pursuing your Ph.D. degree in Higher Education Administration.


Two 2-year fellowships are available beginning Fall Term 1999
and pay an annual stipend $18,000. Tuition and health
insurance subsidy are also included for this 20-hour per week
fellowship.

ABOUT THE FELLOWSHIP

The University of Toledo Community College Presidential is a
partnership with the following community colleges: Monroe,
Northwest State, Owens, and Terra.

Recipients will have the unique opportunity to significantly
enhance their academic experience by serving in the Office of
the President of one of the four regional community colleges.
This fellowship program is one of only a few in the nation.
It is designed to prepare doctoral students for "high level"
administrative positions at both the community college and
university levels. For a two-year period the student will be
a member of the President's cabinet and administrative team,
work on special projects, and will have numerous
opportunities to network with community and higher education
leaders. The experience not only exposes the doctoral student
to issues and challenges facing higher education, but also
provides the opportunity to put theory into action.

ABOUT THE ACADEMIC PROGRAM

The emphasis of the doctoral program in Higher Education
Administration is on administration and policy analysis. The
program is designed to assist students in developing skills
related to educational policy and leadership with diverse
academic settings. In addition, students develop skills that
foster administrative vision, ethics, and institutional
productivity.

In the initial year of study, Higher Education doctoral
students are part of a modified cohort and complete the
Higher Education core requirements, which consist of History
of Higher Education, Research in Higher Education, and
Leadership Theory. After the higher education core, students
then complete additional courses in research techniques, the
major, a minor area of study, and dissertation. Within the
major, students select courses from the following areas to
design their major: (1) administration and policy, (2)
institutional resources, (3) faculty issues and curriculum,
(4) campus academic context, and (5) values and ethics.
Doctoral minors are selected from all graduate programs
offered by the University of Toledo, including programs from
Arts & Sciences, Business, Law, and Education and Allied
Professions.

The University of Toledo (a comprehensive, doctoral level I,
state university) stands for excellence in research and
scholarship. The University is comprised of the following
colleges: Arts & Sciences, Business, Engineering, Education
and Allied Professions, Law, Pharmacy, University College,
and Community and Technical College. The College of Education
and Allied Professions is a comprehensive college offering
degrees at doctoral levels (Ph.D. & Ed.D.). Programs are
offered in teacher education as well as the allied
professions which include exercise science, physical therapy,
