JOB DESCRIPTION: Functional areas of responsibility:
Planning, Research, Policy and Systemwide Testing.

PLANNING
· System strategic plan development
· Coordination of school-based plan results
· Planning for new schools (where, when)
· Redistricting school boundaries
· Coordination of Baldrige/Oglethorpe quality initiatives for
the System

RESEARCH
· Benchmarking and best practices
· Evaluation models
· Program evaluation
· System performance

POLICY
· Board policies and administrative procedures
· Legislative liaison

SYSTEMWIDE TESTING
· Standardized Tests - State & National
· Targeted tests, including algebra exams

DUTIES AND RESPONSIBILITIES: Provide leadership for
department staff. Serve on Superintendent's Cabinet. Develop
and present annual plan for new schools at Board Workshop.
Direct the annual review and development of the system
strategic plan. Oversee the countywide growth advisory
council and redistricting process. Develop and manage
departmental budget. Present Board Matters agenda items at
pre-Board and Board meetings. Monitor and report system level
goal attainment results to staff, Board and community. Assist
schools with assessment of school based plans. Implement use
of technology (e.g. use of website for policies and
procedures, System Plan, Plan for New Schools, phone and
Internet surveys). Serve as registered lobbyist and meet with
legislators as needed during the General Assembly. Develop
and monitor system's legislative priorities. Develop and
maintain effective working relationships with elected
officials and community leaders. Collaborate with state,
county and city governments. Serve on special committees and
task forces as assigned (e.g. Performance Pay).

JOB QUALIFICATIONS: Master's Degree in research related field
and Georgia leadership certification in the area of
educational leadership preferred. Will consider applicants
with Bachelor's Degree in research related field and five (5)
or more years experience directing and administering planning
or related functions. Must have knowledge of current research
and statistical methods. Must be able to implement, through
planning, district philosophy and guidelines. Ability to
coordinate the work of others and to work with diverse groups
to accomplish system goals. Excellent presentation and
communication skills.

REQUIRED EXPERIENCE: Three years of educational planning and
research experience. Must have the ability to incorporate
technology in the workplace. Must understand and be able to
apply accepted research and statistical methods in problem
solving and decision making. Required skills include the
following:

process improvement and system reporting
· Communication - open, honest communication in a timely
manner
· Adaptable - ability to adapt to frequent change, integrate
multiple priorities, and manage diverse
situations/environments

SALARY:
$77,232.00 - $86,724.00 - Actual salary placement will be
based on Fulton County Board of Education experience and
education calculations from the Administrative/Professional
Salary Schedule.
