Dear Sir/Madam,

  • MITI is currently doing the study on the levy based mechanism to improve the policies and procedures to employ foreign workers in the manufacturing sector. This mechanism will introduce different rates of levy to be imposed based on the percentage of foreign workers employed to the total employment of the company. The more foreign workers employed, the higher levy will be imposed to the employer and levy to be increased gradually from year 2 to year 5.
  • By introducing this mechanism, there will be no eligibility ratio for companies to employ foreign workers.
  • The levy based mechanism proposed was based from proposal by FMM as attached.
  • Associations and companies are required to give their feedback to MITI at least by 14 October  2012 for us to proceed with the study and proposal.

If no feedback is received by that, the association and the company are deemed to agree with the proposed rate.
