Resident Evil 3 Hack Tool V32

So yesterday, I tried the original Resident Evil 3 nemesis for the first time. I heard that you can make enhanced bullets and shotgun shells using the reloading tool but for some reason, I played through the whole game and found nothing. The ammunition I crafted were all exactly the same as the kind that I found around the map. And I crafted a lot of them too. By the end of the game, I still have about 30 shells, 50 bullets and 10 or 15 magnum rounds to spare. Can anyone tell me what I can do to get the enhanced ammunition?
So, I've downloaded and tried the RE6 Benchmark Tool from Steam a few years ago. My pc couldn't run it. I switched to a slightly better pc and tried again. Still no luck. Nothing worked, not even in 640x480. Well, a few weeks ago, RE6 was with a very big discoung in GMG and I decided to grab it. I downloaded it and went to try and... surprise! The game works really well. I have finished all four campaigns now and played a bit of the mercenaries. Sure, I need to play it in 800x600, but still, I can pump plenty of the settings up and still have a smooth experience (compared to the 640x480 unplayable mess that the benchmark showed me). So, for people out there with potato pcs, the benchmark tool may be lying to you.

Is there a mod tool in the works? I can get all the stuff normally by beating it under 3 hours and whatnot but I did that in 1998, so i want to have fun with modding.
What would be cool to include in the mod tool would be:
#1 ammo count always zero so it looks like you only used the knife
#2 Clear time always zero, although with leaderboards in this one that might get you banned

The Well Wheel is found inside an old building between East Old Town and West Old Town. The building in question is locked behind the Iron Insignia Key, which is found tucked away inside Castle Dimitrescu. The note ends by stating that the escaped subject was contained, but that a body with a tool inside of it was not retrieved. The word "tool" is highlighted, indicating it is a major clue.
While some players might assume that they need to locate a corpse somewhere in the lab and cut the wrench out from inside them, the tool is actually inside the recontained subject. This seems to almost contradict the letter, which very clearly says that the tool was on a lost corpse. If this miscommunication in the note wasn't already enough, there are also a ton of red wrenches scattered throughout the area that cannot be picked up.
The Resident Evil 4 wrench in the Remake is needed to take the grill off the Overwrite Terminal for level 3 security card clearance. However, the RE4 Remake doesn't tell you where to find one, and with the Regeneradors around, it's not safe to go looking into every corner of the lab for a simple tool without a sense of direction. That's why we'll explain the location of the wrench in Resident Evil 4, so you can open the Overwrite Terminal and proceed to the next part of the game with a level 3 keycard.
If you have a problem going to the Clock Tower on the third floor of the Police Station, you might miss some required steps to finish it. To get in the Clock Tower, you have to complete first the Red Jack problem in the Library. You need to find the tool to unlift the Floor Jack for you to move the shelves.
