There is currently (as of 12:30 pm 12/13) a Ross's Goose and an immature Snow Goose in Oak Hill Cemetery in north Kingsport. They are with a large flock of Canada Geese on the right just after you pass the office near the entrance of the cemetery. They move around the cemetery often, so just keep looking around if you don't see them at first.
