Redirect and Namespace Change

Hello,

We decided to make both the inter-institutional and the developmental
character of BioTop more explicit.
To this end we have already changed the "official" redirect to the
BioTop homepage to "purl.org/biotop".

The next step will be to also change the redirect and namespace of the
ontology's development version:
Therefore "www.ifomis.org/biotop/1.0" will become "purl.org/biotop/dev"
this Thursday.
In case you have trouble with this date please notify me.
