New developer guide uploaded

A new version (0.2) of the developer's guide is now available in the
project downloads page.

Changes include:

- Table of contents with working links
- Better formatting of tables

I am working with OpenOffice's Writer but looking for a free
collaborative book environment so anyone can propose changes. There is
maybe something using DocBook?

Please let me know of any issues.
