dipeptide and pH

Helllo!

How big or how small will the pH of a certain solution be changed , if I
have a water as solvent and alter its pH to 1.5(or 11.8) and then dissolved
a certain powder (i.e. Arg-Cys dipeptide with pI = 9 based on calculations)
through it? Could you roughly say what is the probable pH of the ending
solution? What could be the appropriate classification of this solutions
with respect to its resulting pH, I mean can I say that the solution is
'acidic' or 'basic' enough compare to the 'neutral' form? Another thing is
that when I dissolved this Arg-Cys powder in a normal, 'neutral' pH of water
( I didn't measure the initial pH of water assuming that it is around 7),
how would the pH's solution change with the given isoelectric point?
