EMBL-Bank Release 98 is ready

Due to the flatfile error (lacking CDS cross reference), EMBL-bank decided
to produce release 98 earlier to fix the problem.
Release 98 of the EMBL Nucleotide Sequence Database is available from the
EBI ftp servers and other verified mirror sites as follows:
