What steps will reproduce the problem?
1. Georeference West Virgina (works)
2. Georeference West of Virginia (gives W subdivisions of Virginias)
3. Georeference West of Missoula (call fails on the server)

What is the expected output? What do you see instead?
Expect West of to not give subdivisions and always work.
