It is possible to apply in Biogeme for a Latent Class Choice Model (LCCM) with repeated cross-sections? Is there an example to follow?

Yes.  The specification of LCCM is described here: http://transp-or.epfl.ch/documents/technicalReports/Bier18b.pdf

For repeated cross-section, you do not need an agent effect, as there are different individuals in each sample. You may want to include contextual variables, though.
