New development release available (3.99_001)

A new development release of Biodiverse is now available.  This is the
first in the 3.99 series, leading to a version 4 release.

An executable is available only for Windows at this time.  Mac and Linux
releases can be made if needed.

This release represents more than a year's worth of developments. More

A few highlights include:

Randomisations also generate z-scores.

The random swaps algorithm has been implemented.

Calculation of the MPD, MNTD, NRI and NTI indices is now much faster.

changing.

There is also an initial attempt to deal with external GDAL and Proj
DLLs in the path on Windows.  This needs testing.
