Char would remain a solid and at best could be suspended into a liquid fertilizer solution, it wouldn't exactly dissolve. The ability for biochar to suspend would depend on both how complete the biomass was devolatilized, what particle size the biochar is, and the type of liquid fertilizer used. The force to sink or float may keep it from remaining suspended in a liquid solution very long. Charging or activating biochar with liquid fertilizer is a good option though, so that you transfer the biochar to soil already packed and filled with nutrients that can be released and available to the soil that it is applied to.
