Can I restrict camera usage to moderators?

Is it possible to restrict camera usage to moderators?

We want to stream live video of a teacher, but we don't want to allow students to share their webcam.
The reason is, not to use bandwidth and cpu power unnecessarily with student webcams.

We can come close.  You can restrict BigBlueButton to only allow the current presenter to share his/her webcam.  See
