Not seeing Live Dictation button - closed captions

A 3 min video showing how to use closed captions for translation shows a button labeled "Live Dictation" that does speech to text in another language. I do not see this in my UI - where can I enable this? See screenshot

I also do not see where I can choose the language to view closed captions - see screenshot.

Think this may be a custom feature that they developed... maybe others with more experience using the stock captions can confirm..
