Trying to install a new BBB server

Following Ubuntu Install

In  step
sudo apt-add-repository ppa:libreoffice/libreoffice-4-0

I after a short bit I get an error

..
itadmin@BBB:~$ sudo apt-add-repository ppa:libreoffice/libreoffice-4-0
gpg: keyring `/tmp/tmpJDuK4D/secring.gpg' created
gpg: keyring `/tmp/tmpJDuK4D/pubring.gpg' created
gpg: requesting key 1378B444 from hkp server keyserver.ubuntu.com
gpgkeys: HTTP fetch error 7: couldn't connect to host
gpg: no valid OpenPGP data found.
gpg: Total number processed: 0
recv failed

I am behind a proxy server and have added my proxy to /etc/environment file and /etc/apt/apt.conf

Can I continue or do I need to resolve this ?

I opened a hole in my firewall so I can bypass the proxy and still it does not work - could it be a problem at the other end - the end I'm trying to get the key from ?

SOLVED

If you are behind a firewall (and port 11371 is closed), you get an error each time you add a PPA:

If you're behind a firewall, you may need to open port 11371

Its needed  to get the keys

or

You could try the following it uses port 80 instead http://www.webupd8.org/2010/12/import-missing-gpg-keys-even-behind.html

sudo add-apt-repository ppa:nilarimogard/webupd8
sudo apt-get update
sudo apt-get install launchpad-getkeys
