You have some options. If you don't want to setup your own server,
you can use one of the BigBlueButton hosting providers listed at
http://bigbluebutton.org/support
Or you can get a dedicated server from an external hosting provider
and install BigBlueButton.
Or, as you described, you can also setup BigBlueButton on one of your
own computers and make it available externally via the firewall. See

Just to be clear, in general, with 3rd party tools such as Moodle,
Drupal, Chamilo, Sakai, etc., there are two components needed to run
BigBlueButton
1. A BigBlueButton server
2. An integration module for the tool
You've already installed the integration module, but you need to have
a BigBlueButton server. The integration module does not include
BigBlueButton (there is no bigbluebutton.proprerties); rather, it
bridges between Chamilo and BigBlueButton.
Bottom line: you need a BigBlueButton server. You can then run the
following command on the server
bbb-conf --salt
to get the shared secret and URL.
