BBB v2.6 - Role 'admin' does not exist

I tried to create an admin-user with the following command:

 docker exec greenlight-v3 bundle exec rake user:create["Administrator","xx...@xxxx.de","<my-password>","admin"]

The result:

Unable to create user: 'Administrator'
   Role 'admin' does not exist, maybe you have not run the DB migrations?

Fresh install on Ubuntu 20.04.
Any ideas?
