Setting Up Greenlight-V3 Locally Without Docker and BigBlueButton

Hi everyone,

I hope you're all doing well. I'm currently working on setting up Greenlight-V3 on a local development machine without relying on Docker or BigBlueButton. The goal is to streamline our development workflow by reducing dependency on Docker, making it easier for developers to work with Greenlight-V3 independently. Please note that I'm only focused on installing Greenlight, not BigBlueButton.
