Failed Bigbluebutton development environment setup

We have set up a BigBlueButton server on an EC2 instance using the Ubuntu 20.04 image. We have also created another instance and set up the development environment for BigBlueButton. However, we encountered some errors related to the maximum call stack exceeded while doing 'npm start' from the client side. We are unsure whether we need to set up the development environment on the same instance that the server is set up on or a different instance like we did.

For setting up the development environment for BBB, you need to install/setup the BBB server as if the server running in the production mode. Then you need to make necessary development setup.

Greetings,
As you said that for setting up the development environment for BBB, we need to install the main setup as well. Okay, but it also states that it should be a working server.
Now, all of my services are running but I am not able to see the meeting page at all on that. 
Should I still make a docker-dev on top of it? Or, we need to fix that issue first?
