Which plan is suitable for bigbluebutton Hosting Server?

CPU optimised or memory optimised?

Definitely CPU optimised.  See

  https://docs.bigbluebutton.org/2.5/install.html#minimum-server-requirements

where it makes reference to 'compute intensive' instances.
