You would have to move all of the layout code from this file, https://github.com/bigbluebutton/bigbluebutton/blob/master/bigbluebutton-client/src/org/bigbluebutton/main/views/MainApplicationShell.mxml, into this file, https://github.com/bigbluebutton/bigbluebutton/blob/master/bigbluebutton-client/src/org/bigbluebutton/main/views/MainToolbar.mxml.

There's a little more to it than just that, but that should get you going.

Just replace the ToolbarButtonEvent.BOTTOM_TOOLBAR here:

By ToolbarButtonEvent.TOP_TOOLBAR

It should do the trick.
