That's what the TURN server can automatically do if the user can't establish an real-time protocol (RTP) stream over UDP to your BigBlueButton server. See

Can I set port TCP in FreeSwitch in server bbb??

There's no TCP endpoint for WebRTC in FreeSWITCH as far as I'm aware.
