Yesterday I noticed the same in version 2.3 -beta-3. I think this is a mistake of the developers. It is necessary to declare it.

when You lock Public chats it consequently locks the private messaging feature , Vice versa when you lock the private messaging feature it locks the public chat feature together ? is this the desired Behaviour ?
