Is your institution’s report writing and/or information dissemination process centralized or decentralized? If decentralized, is the report writing ability distributed to the department level or maintained at a higher level (college, dean, etc.)?

At UT Austin, we use Cognos for most of our financial and HR reporting capabilities. The college/school/VP level business officers have the ability to create the reports for their units and for the university. Staff in the departments, may be given access to reports for their unit, but generally will not have campus-wide access. We are in the process of creating a Data Management Policy with the intention of allowing greater access to needed data within the appropriate governance structures.

For the most part, report writing is done through our data warehouse through our Cognos business intelligence software. We have a centralized ITS unit that handles general and custom reports for campus. Data can also be downloaded from the system on an excel worksheet that can be manipulated by the departments.

Kansas State University Response:

We do not have a data warehouse.  We use Discoverer Reporting and have developed a number of queries that can be used flexibly by central and we also have a number that can be used by the campus, However, you have to know a little bit about our account structures in order to use this effectively to get data beyond the basics.   Most people on campus don't understand the data in our central systems well enough for them to move too far into reporting against our central data. For the areas like the college of Veterinary Medicine (with the clinic)  and others with more complex business operations, they have their own systems and focus on data management and reporting out of those .  So, for the most part, report writring is centralized.

University of Kansas:

Reporting is handled in a variety of ways.  We have a SAS data warehouse that has a query capability open to individual campus users.  Users can filter the data to include by choosing from a number of predefined elements: Area of Responsibility, Department, Fund Number, Expenditure/Revenue Type; Account (Object) Code; Date Range, etc.  Queries are not limited so staff can run individual queries for any department on campus as long as they have been granted access to either HR or Financial systems.  The downside to these queries is that they cannot be saved so users have to re-enter query criteria if they need to re-create a report. 

 

Standard reports that are updated on a regular basis are developed centrally using FMW reporting tool as well as SAS reporting warehouse.  User access within FMW (a.k.a. BudCast) is limited to their unit rather than campus-wide access.  BudCast reports are generated as needed by staff members & distributed to department chairs.  BudCast allows accounting staff to provide projections of future expenses for salary and/or OOE. Interfaces among the systems automatically provide for salary/fringe forecasts based on appointments within the HR system. However, planned hires that are not yet keyed to the HR system can be included in the reporting tool to provide a more robust planning tool at the departmental level including grants.
