BIDS Governance amendments

The BIDS maintainers and steering groups propose several amendments to the BIDS governance.

Comments and suggestions by the community are welcome.

The current plan is to work on the amendments until the next steering group election in autumn, and then to collectively put them to a vote when a new steering group member is elected as well.
