to BIDA announcements

The response from the community on this restructure has been positive, and we're moving forward with the change. Specifically:

* The board has decided to hold a membership meeting at the January 18th dance.

* The only planned business for the meeting is that we will ask the membership to approve the bylaw changes listed in https://blog.bidadance.org/2025/11/proposing-elections-restructure-for-bida.html

* If the proposal is approved, then the new structure will be in place for the April board elections.
