Dear Ed,
As you know, I have expressed concerns about putting speed humps in our roadways for several reasons. I absolutely opposed the humps that have been put in place on Kalanianaole Hwy., both in East Honolulu and near Kailua. They are dangerous for bicyclists, moped drivers and motorcyclists, and I had asked that they be removed. I make that request again.
While the investigation is ongoing in the crash in Waianae in which a motorcyclist was critically injured, it seems very likely that if the speed hump had not been there, he would not have lost control. Note that speed appears NOT to be a factor in this crash.
Also note that guidelines issued by the Institute of Transportation Engineers (ITE) recommend installing speed humps on roadways only where the speed limit is less than 30 mph. According to the DOT, the speed limit in the area of the crash is 35 mph.
Please re-evaluate our speed hump program and remove humps that are on roadways in which the speed limit is 35 mph or more or otherwise violate the guidelines issued by ITE..
