Hi!
I would like to estimate the power usage of an HDL design for Cyclone II compiled with version 11.0 of Quartus II. Where can I find and download the correct version of the powerplay excel sheet used to calculate the power usage?

I think you're mixing things up. Powerplay is the feature in Quartus (now just called the Power Analyzer) that performs a power estimate based on an actual design. The Early Power Estimator (EPE) is the spreadsheet tool where you enter information about the design to get an early estimate based on estimated resource usage.

Cadence offers the "Xcelium PowerPlayback" app to address such issues for accurate power analysis with the ability to reconstruct the delays in waveforms. It is used for SDF annotated netlist power analysis or early RTL power exploration.
