It is now. See our press release from yesterday:

We just put out the complete citation graph for all NPG titles under a CC0 waiver. Available to query through

All our data ï¿½ including citation data - is being updated in real time on the LDP.

We also include links but, to be clear, this includes only outgoing links from NPG article citations. We are not providing incoming links.

Still, hopefully this is one more step towards an open citation graph.
