OT names References

I've been looking at producing a module of the OT names and NT names
for BPBible.
The New Testament seems relatively straight forward, however I don't
understand the OT names references. They seem to be different from the
NT ones.

For example, Peninnah:
<Verse>00900103201</Verse>
<Verse>00100100101</Verse>
<Verse>00900100101</Verse>
<Verse>00100200101</Verse>
<Verse>00900100101</Verse>
<Verse>00100400101</Verse>

From my look at the ESV, this seems to occur in 1 Sam 1:2 (twice) and
1 Sam 1:4
So I would expect it to look like this, with the last two digits
possibly changed in each case:
<Verse>00900100201</Verse>
<Verse>00900100201</Verse>
<Verse>00900100401</Verse>

Am I missing something, or is this wrong?

I haven't looked closely at the UBS data, but i suspect this is just
an error.

I looked at a subsequent entry (Pisgah), which had the right number of
references, and the right books for them, but the chapter and verse
indices didn't look right.

As another source, you might consider the Proper Names dataset (http://
www.esv.org/
assets/blog/2008.04.data.capitals.txt) from
the ESV. I'm hoping we can accomplish some integration across these
various data sets in the future.
