A massive winter cyclone [Tornado] in Primorye, in Russia's Far East,
has caused power outages in several areas and interrupted water supplies
in Vladivostok, a spokesman for the city's mayor said on Saturday. The
snow cyclone swept through the region during the night.
Squalls in several areas damaged power transmission lines supplying
Vladivostok's main water-pumping station. The station's pumps shut down,
halting supplies to much of the city, the spokesman said.
Parts of Ussuriysk and Vladivostok, along with villages in the province,
experienced complete power blackouts lasting more than 10 hours.
Electricity will be not be resumed in full until Saturday evening, he said.
