Dear Bloomfield Hills Schools community,

 

As I have started my new role here at BHS, I have been learning about the efforts made here to protect and support our students. I am impressed with the safety and security protocols and practices the district has put in place.

 

Please know that the district takes a proactive approach to safety and it is a priority for this and every school year. The district's goal is to create as safe an environment as possible with intentional layers of support for our students and staff.

 

I want to thank the community for passing the 2020 Bond because BHS has been able to make excellent upgrades and security enhancements. I also want to thank our local municipalities, and their police and fire departments, for their partnership with us and their commitment to school safety.

 

Below are some highlights of what has been shared with me about safety and security in Bloomfield Hills Schools.

Staff Preparedness Training & ALICE 

 

On August 30, 2023, the district will be partnering with the Bloomfield Township police and fire departments on a comprehensive critical incident training at Bloomfield Hills High School. The exercise is focused on preparedness training for our BHS staff and approximately 100 police officers, firefighters, and paramedics from more than a dozen agencies. 

 

Bloomfield Hills Schools, in partnership with the Bloomfield Township Police Department, uses ALICE (Alert, Lockdown, Inform, Counter, Evacuate) protocols. All staff and students are trained to the ALICE protocols over the course of the school year, with portions of this training conducted by police. The purpose of ALICE is to prepare school staff to recognize and respond if there ever is an emergency/lockdown situation and the exercise occuring on August 30 is focused on expanding on that training. At the same time, police and fire will also be receiving valuable training for their response to a mass casualty event. 

 

There will be some closures on August 30 in order to hold the training exercise:

  • Bloomfield Hills High School, including athletic facilities, will be closed until 4:00 PM.
  • Bloomfield Township Senior Center will be completely closed until 12:30 PM.
  • Bloomfield Township Hall will be closed for in-person business, but staff will continue to be available via phone or email throughout the incident. Township Hall doors will re-open for in-person business at 12:30pm.

Secure Vestibules 

As we look to enhance our overall security measures, access control for people coming into our schools is a priority. Secure vestibules provide an environment where our school teams can begin their screening process for those about to enter our buildings. At BHS, secure vestibules will provide both an audio and visual means to assist with this process. BHS aims to follow best practices and the recommendations as set forth by FEMA’s Systems Based Approach to layered school security. Secure vestibules for elementary and middle schools will be complete by the end of the Bond 2020 timeline. Please look for an email from your principal with more information about how the new process of entering our schools will work for the schools with a complete vestibule for the upcoming year.

Other Safety and Security Points of Pride:

 

Administrator of Public Safety: This position works in collaboration with district and school administration, along with local police and fire departments, to review and establish appropriate guidelines, procedures, and plans to ensure safe and secure schools. 

 

District Nurse: Our district nurse provides staff education and guidance on issues related to school health, follows-up on health concerns, supports students with emergency plans for medical needs, and addresses student specific health concerns. 

 

BHS Discipline Process for School Administrators: Adhering to well-established and robust district protocols, our administrative team, in partnership with other well-trained staff such as social workers, child psychologists, and local law enforcement, BHS proactively utilizes behavioral threat assessments, conducts searches, wellness visits to a family’s home and partners with clinical mental health providers to help ensure the safety of our schools. The discipline process adheres to all BHS Uniform Student Code of Conduct, Board of Education Bylaws, BHS Administrative Regulations, and local, state, and federal requirements. All school administrators utilize these robust protocols for investigations, student discipline, threat assessments and Title IX investigations to ensure student safety. District administrators underwent an extensive full day of Title IX training with lawyers from Thrun Law and reviewed and updated all our Title IX policies and procedures. 

 

Emergency Operations Plan: The plan outlines an organized, systematic method to mitigate, prevent, prepare for, respond to, and recover from incidents. The plan discusses the expectations of staff; roles and responsibilities; direction and control systems; internal and external communications plans; training and sustainability plans; authority and references as defined by local, state, and federal government mandates; common and specialized procedures; and specific hazard vulnerabilities and responses/recovery. 

 

Radios: Effective communications are an important part of the daily functions in all of our schools and facilities. These communications become even more important in the event of a critical incident where time is a crucial element. Having two-way radios in all buildings will allow district administrators to have direct conversations with one another, school resource officers, and local police dispatch in a critical incident. BHS is committed to maintaining this effort, and as such we will be implementing a secure, district-wide radio network this school year.

 

Mental Health: BHS is committed to the mental health of our students by having social workers in all of our schools. We use two programs, Mental Health First Aid and SafeTalk, to share potential warning signs of a student in emotional distress and provide ways to provide additional support or immediate intervention. We are also continuing with the PrepareU mental health program in all grade 9 health classes. 

 

Therapy Dogs: Our therapy dog program continues to expand and ultimately will include a therapy dog dedicated to each school. The research around therapy dog programs indicate changes in self-esteem, self-confidence and decreased levels of anxiety. Studies also show children’s attitudes toward attendance, school work, and overall sense of belonging at school improves. 

 

"No Place for Hate" Schools: “No Place for Hate” is a student-driven approach to school climate that centers on students, families, and educators working collaboratively to develop an inclusive school climate where every member of our community feels valued and cared for. 

 

OK2Say & Report Incidents of Bias & Hate: Anyone can report tips confidentially on criminal activities or potential harm directed at students, school employees, or schools through OK2Say. Tips can be submitted 24 hours a day, 7 days a week. Students and families are encouraged to please report any incidents of bias and hate either to a trusted adult or through our online reporting tool. The district has dedicated staff prepared to assist when incidents are reported and support individuals who report an incident.

 

Cyber Security: The following cyber security elements are part of our technology ecosystem to protect our students and staff: Remote/cloud-based tool sets, multi-factor authentication, network segmentation, controlled administrative access for devices/systems, endpoint detection and response solutions, content filtering, firewalls, digital citizenship curriculum, staff cyber training and testing, threat detection systems, disaster recovery systems and business continuity processes.

 

Volunteer Background Checks: All individuals that wish to become volunteers in our schools must have a background check completed prior to volunteering. 

 

Gun Safety and Safe Storage Resolution: The Board of Education unanimously voted in favor of a resolution to periodically disseminate materials stressing the importance of secure storage of firearms and to include this information in the online registration process.

Officer Jennifer Lower

Officer Lower brings a wealth of experience to our district, having been a valued member of the Bloomfield Township Police Department since 2002 including her role as the Peer Support Coordinator and Mental Health First Aid Instructor. Lower is passionate about being a positive role model for students and making a meaningful difference in their lives.

Officer Thomas Riney

Officer Riney has accumulated more than 17 years of experience in various positions. His previous roles as a road patrol officer, field training officer, special investigations unit officer, and Michigan State Police Narcotics task force officer have equipped him with a diverse skill set that will greatly contribute to the district’s safety and security efforts. 

BHS’s Safety Week 

 

Safety Week is a way for the district to reinforce our safety protocols and systems and to ensure that our communication systems are in proper working order for all individuals in our school community. During our annual BHS Safety Week, students will hear from our partners in local police departments and meet and engage with our school resource officers. We will test our communication systems. Families should also look forward to seeing information about the district’s safety protocols and social and emotional learning programs that address mental health and wellbeing. We will also have drills in our schools, led in partnership with our local police departments. More information about Safety Week will be shared in early October 2023. 

 

These are some of the many things that we are currently doing to keep our students safe and we will continue to enhance these measures for students and staff moving forward. Our partnership with parents and caregivers is crucial as BHS remains committed to developing a sense of belonging where relationships come first.
