The famous commercial that says one can drink a glassful of milk every day may not hold good any longer. Last month, milk prices were 17.75% higher from a year ago price, after having risen more than 20% the year before.
India, home to the largest cattle population in the world, is facing the prospect of becoming dependent on milk imports with millions armed with new purchasing power joining the legion of milk drinkers.
Consumers will need to get used to forking out progressively higher prices for milk, says Amrita Patel , chairperson of National Dairy Development Board (NDDB), a large player in the country’s milk market. Once export ban and zero-duty imports become an institutionalised annual feature, ice creams, cakes, sundaes, milk food and all milk products will cost more.
“Naturally, the priority in an import scenario will be to supply fresh milk to consumers. That could spell higher prices for manufactured milk products,” a food ministry official said. In 2009-10 , NDDB had imported 30,000 tonnes of skimmed milk powder and 15,000 tonnes of butter oil to meet shortages, against the backdrop of rising milk prices.
India needs to boost productivity of its more than 280 million milch cattle from a lowly 1 kg a day to bridge the current demand-supply gap of over 4%, which translates to around 3.5 million tonnes a year. Top milk-producing countries have a productivity level of 25kg a day per milch animal.
“That will mean more intensive commercial breeding and feeding practices will have to be adopted and milk quality standards stringently implemented. Even then, it could take at least 3-4 years to bridge the gap,” says Neeraj Kumar , managing director of DeLaval, a Swiss dairy solutions company, which has notched up a total of 50 projects involving 200 to 1,000 milch cattle over the last two years.
According to official data, milk production in India has been growing at a rate of 3.2 million tonnes annually in the last 15 years. Even this growth has been grossly uneven, with lower growth in key producer states such as UP, MP, Rajasthan, Punjab and Haryana.
In UP, once the top producer state, the procurement network is weak compared to high growth states such as Maharashtra, Tamil Nadu, Andhra Pradesh and Karnataka. The supply shortage and the resultant higher prices happen mostly during winter in the North, while summers is considered a lean season. Last year, large players – Mother Dairy, Amul and DMS – raised prices by . 6 per litre and, for the first time, in the South, triggering off
concerns.
To meet the projected national demand of 180 million tonnes by 2021-22 , annual production has to be jacked up from the current 112 million tonnes. Sharad Gupta, who brings out dairy industry data book Dairy India, says only 20-25 % of the marketable milk surplus in the country is handled by the organised sector. The government pegs the ration above 30%. More than 90% of the milk output in the country is produced in rural areas.
The Centre’s recently formulated . 1,73,000-crore National Dairy Plan seeks to boost cattle productivity to 65% by 2021-22 . This means Sangeeta Talwar, the former Tata Tea executive heading the NDDB dairy services wing, has her work cut out. (More money down the drain- more cows to slaughter houses)
