Book Review:

"Multinationals and Asia – Organizational and institutional relationships" Edited by Axele Giroud, Alexander T Mohr and Deli Yang, pub in 2005 by Routledge, 2 Park Square, Milton Park, Abingdon, Oxon, OX14 4RN, under the Routledge International Business in Asia Series ed by Hafeez Mirza (224 pages)

By Dr T Raya Halemane, Consultant, 62 Yellowstone Lane, Howell, NJ 07731. Email:  trhal...@gmail.com        Phone: 732-938-3039.

The book is a collection of eleven research papers, written by various authors in academia working in various countries - UK, Ireland, France, Japan, Netherlands, USA, China, Germany and Australia.

There has been tremendous change, and, strong growth, in the economic and industrial sectors of Asian countries during the last twenty years. During the initial period of five to ten years the changes were full of uncertainties and at the time were considered to be of a tentative nature, but now the situation has become more stable, predictable and robust.

The multinationals that started doing business in Asia during those early years of change went through rough stages, and their relationships with their local partners were less than satisfactory to both sides – although this is probably what would be expected in most human relationships.

Problems of differences in language, culture, perception, expectations, philosophy, management style, respect and understanding plagued the corporate partnerships and dragged down the prospects for success for a lot of the joint ventures between western companies and their Asian joint venture partners.

Despite all this, Asian share of the FDI inflows steadily increased, for example from 10.2% in 2000 to 14.6% in 2002, even though there was a 53% drop in the FDI global inflows during this period of economic slowdown. This was a clear indication that multinational partnering with local companies in Asia was going to endure and prosper, and was headed towards long-term relationships.

The book explores the organizational and institutional relationships between multi-national enterprises (MNEs) and their local joint venture partners, at micro-, meso-, and, macro- levels. It talks about the emergence of China, the Asian Financial Crisis of 1997, and the increasing of the overall economic interconnectedness between the different Asian countries themselves - for example, more investment from Japan in China and other Asian countries to take advantage of the lower production costs to compete better in western and other markets. The authors and editors, from time to time, also comment on what needs to be done to overcome problem situations and improve business climate.

It starts, in chapter 1, with inter-firm co-operation in German-Chinese joint ventures, a paper by Mohr, looking at exchange (of different kinds of resources), communication and adjustment. Imbalance in the exchange between partners causes unhappiness. The need for intensive communication between the partners, and, readiness to adjust to the environment of the joint venture partner are also highlighted as crucial to success.

In chapter 2, Cheung, Mirza and Leung propose a 'stages of growth' theory (and other alternatives) to explain the evolution and development of foreign advertising firms' activities in China over the years, starting from a very minimal initial presence through associates or brokers to the current level of substantial market recognition and presence through expansion and networking.

In chapter 3 written by Giroud, looking at regional and global transnational value chain, relationships and their change patterns with local suppliers in Vietnam is discussed. It is based on interviews with managers of foreign and local firms. Trends in FDI and trade are analyzed,

Chapter 4 by Cantwell and Iguchi on the effects of backward linkages to local suppliers' development path considers and analyses data obtained from forty-six MNEs operating in Malaysia and twenty-four of their local suppliers (in the electrical and electronics industry). The next contribution, in chapter 5, by Ren, Xie and Krabbendam discusses innovation efforts in China, based on a study of a local IT company, and discusses how the new institutional environment is promoting innovations locally.

In chapter 6, authors Dolles and Wilmking adopt a case study approach to explore the role of trust, law and competitive position in the relationship between foreign multi-national firms and local joint venture partners. Also discussed are the strategic implications of China's WTO entry for Chinese-foreign joint ventures. The development of the intellectual property (IP) system in China is discussed in chapter 7, focusing on legislation, administration and enforcement. This is a key factor in attracting foreign capital, technologies and techniques. The developments in this area clearly signify China's intention to accelerate economic development by providing an internationally satisfactory intellectual property environment.

In chapter 8, institutional transformations and influences due to the changing business environment and conditions are discussed by author Fred Robins. The conditions prior to the 1997 economic crisis in East Asia no longer exist and will not recur. The globalization of the world economy, the new economic reforms, the recognition of the need for new development policies by the various governments, and, the recognition by businesses to develop new competitive strategies and new ways of integrating to their own advantage the steadily growing world economy, are key elements transforming the scene.

The institutional quality of MNEs operating in South East Asia is explored using econometric analysis in chapter 9 by Desbordes, Mucchielli and Azemar. They also compare it with the situation in sub-Saharan Africa. Factors of public governance climate, like freedom and political stability, provision of public goods, macroeconomic policy, property rights and contract enforcement, corporate governance, bureaucratic corruption are seen to impact foreign direct investment.

Chapter 10 by Holtbrugge and Berg discusses and compares the business practices and approaches of MNEs in Asia, Europe and USA based on data gathered through interviews with managers in six countries. The differences are attributed to variation in the importance given to different stakeholders by MNEs in different regions of the world. Stakeholders like media, environmentalists, consumer organizations, ethnic and religious groups, industrial associations, central, state and local governments which have to be dealt with, are positioned differently in the different countries, and the companies use different instruments of public affairs management, like lobbying, codes of conduct, public relations, sponsoring. The corporate social performance becomes even more important for the public image of the bigger companies.

Hasegawa, in the final chapter 11, explains the role of changes in the nature of the labor market operations, and the resulting increase in flexibility of employees in Japan as being important to firms trying to improve their competitive positions. He also highlights the negative impact of such cost-cutting strategies at the human level to the employees.

In short, the book holds a mirror and shows the various sides – human, corporate, managerial, institutional, structural, governmental, technological, labor, law-enforcement, bureaucratic, legal, trust-worthiness, socio-political and other aspects involved in the evolution, change, progress and success of the joint venturing process between western companies and local Asian partner companies. Many of these initial relationship forming difficulties that existed ten or fifteen years ago are no longer relevant, and, therefore, the book is of immense historical value for providing a glimpse of those times.

in the old photo here, from 1989 (?), we see, ajji grandmother my mother Thirumaleshwari doing the daily pooja with puLLis grandchildren our sons Kaviraj and Shilpi, at our then home in Howell, New Jersey, USA, when she visited, 1988 December to 1989 June timeframe.

I had specially requested for the daily pooja dEvara samagri family traditions to be brought with her and do the pooja here with us, which she or one of my brothers, did daily in our then place in Nanthoor, Mangalore, India.

And (after duly consulting our then family priest there, and with help from others in the family for travel etc included), she did bring the special small box container karaDige with family dEvara samagri materials (shivalinga, shaligrama, gaNapathi-kallu, representing ganapathi, shiva, saligrama, vishnu with chakra, subramanya - naaga.(?)).

She did the daily pooja with the grandsons sitting next to her, very attentively and participating, and doing hoDaaDuvadu namaskaara bowing down, and, sipping theertha holy water at the end, as seen in the photo. It was a very nice experience, education, for them, for all of us. Very Happy we were able to do that.

Some additional photos from those daily pooja occasions with us by my mother at our then home in Howell NJ are also attached.
