I thought it was resourceFilename and not resourceURL.

I can check later if that is not the answer.

I am soon at my computer. I can figure it out then.

I don't think you can have the resourceFilename set to a remote file. Instead, I suggest you point it to an HTML file with JavaScript to check to see if you're online. I've posted the file I use for that at https://gist.github.com/963482.

A few things I discovered:
I had to add the TabImageName key to get the title of the tab to appear.
I could not get the customViewControllerClass to work even with resourceFilename pointing to a local file so perhaps that is in fact a bug.

I looked at another iPad app I worked with and see that we used an rss feed to serve up the static pages, so probably we coudn't get it working then either. In order to implement the workaround I have just mentioned: create a new tab and have the feed be an rss that grabs the content.

Walter,
I think that there is a size limit of the height of the text in the
tab. Or is it a bug?

that's what I'm doing, but I would have preferred the html page, the
formatting I did best.
this time there 's a problem with the HTML pages. This makes it less
usable the framework

To clarify: my static file solution was done on the iPhone, not the iPad.
