EC Commissioner Dato P Manogran today provided a very thorough clarification
on overseas voting at the Bar Council. Thanks to PY for some very helpful
points and pressure. Some points:
- Applications for overseas postal votes will close upon the dissolution
of Parliament. Candidates will be given a list of postal voters in their
constituency on nomination day.
- Overseas postal voters will be informed by email of the date for postal
voting at their embassy/high commission as soon as practicable after nomination
day.
- Political parties will be allowed to appoint polling agents at each embassy
and high commission overseas.
- Dato Manogran said that he will check with the EC on our request to have
party polling agents at EC HQ in Putrajaya to count and record the number
of postal ballots when they are despatched and returned via diplomatic
pouch.
- Overseas ballot collection will take place on the day communicated by
email and the sealed diplomatic pouch will be returned on the same day,
but voters can also choose to courier their ballots themselves to their
constituency returning officer.
- After postal voting day, any uncollected ballots will be sealed and returned
and will not be posted to the voter.
If we can have polling agents at the embassies and high commissions to
check the numbers of ballots received, collected and returned, and also
at the EC HQ to count and tally the ballots when they are sorted from constituency
to embassy on the way out, and vice versa on the way back, and if uncollected
ballots are similarly accounted and tallied, then we will have dealt with
the biggest concern regarding the integrity of the postal ballots.
