Hi Engin,
please have a look at the latest work of the Ruby user group. There
are people working on a solution to enable pull request for talks
without the need to work with Jekyll and without the need to have a
GitHub account. I saw a presentation of the project. You might wanna
invite the guys to discuss it in the Cocoaheads group.
