benchmark cpu scaling enabled warning

When I run the benchmark I get a **WARNING** saying that cpu scaling is enabled. Is that a feature that I can toggle at build via flags or at runtime via arguments or is it a system setting?

it's a system setting.

essentially, your system can have scaling enabled to support CPU power management. If it is on, we print a warning as it can inject noise in benchmark times.
