I have been accessing the Usenet via Bellsouth's NNTP server for years
and have had no problems. This problem only showed up when I switched
from Free Agent to Pan. However, if I send the message through a
different server, but still use Pan, I do not have any problems with
rejected messages. There is some conflict between Pan and the Bellsouth
server's filter.
What I have discovered is that the reply is rejected by the server's
filter if there are more than two IDs in the References line. If I edit
out the intermediary ID(s), the message will slip past the server,
although it may not always show up properly in the thread.
Here is an example of a test message that was rejected:
From: HarryB <Har...@bellsouth.com>
Subject: Re: Test from Pan

When I edited out the middle ID, the message posted properly.
I have been tinkering with this problem for over a week and am able to
duplicate the problem consistently. My latest example was a series of
tests I sent to alt.test this morning. The subject line is: "Test from
pan" and the Message-ID: <zw64l.11835$nD1....@bignews5.bellsouth.net>
Any help would be most appreciated.

You appear to be using an albasani.net newsgroups server instead, so
you're likely to need to check the restrictions for those servers instead.
For similar problems when trying to post through a bellsouth.net server,
you could either start a new thread to report the problem in this
newsgroup, but using a bellsouth.net newsgroups server, or send the report
by email to newsmast...@NOSPAMbellsouth.net (after
unmunging that address).
I only saw this post because I'm still testing whether the Tera News
server will work again, after having problems with it for at least a
month. It also reached the Usenet-News.net server, but not the
bellsouth.net server.
