If the modem will not synch there is only one of two things it could be:
1) It requires signal on pins 2 and 5 instead of 3 and 4
http://www.dslreports.com/faq/6276
or
2) the modem is dead.
VPI/VCI will not keep your modem from synching.

Its a free call, and you bought it, "from another Bellsouth customer". I'm
sure its worth the investment of time...
I think you have a problem.
I have an old Alcatel 1000 issued by Bellsouth, model number
3EC18202ABAA. I also have an Alcatel STH 3EC18204BCAA
Contrary to your other post, my A-1000 ABAA unit does have an http
interface, but it doesn't have a telnet interface.
Although the code number descriptions in the following URL are stated
to be for Alcatel STH modems, they also hold true for my Alcatel 1000,
in the area relavent to this discussion.
http://www.mynetwatchman.com/kb/adsl/alcatelsthpcode.htm
If you do the translation on the digits 223 for your unit, they reveal
for the first digit 2 that it expects signal on its pins 2/5, which
means a line swapper or jack rewire are needed, but that isn't a show
stopper.
The show stopper is the second digit 2, Modem Type, which means Full
Rate (ETSI), ISDN Overlay. This can not possibly work or be made to
work on the type of service you have.
I haven't seen any documentation for the full meaning 3EC15's
numbering scheme. But something tells me Alcatel wouldn't change the
scheme drastically - it did hold across the 1000 and STH product lines
for the two modems I have, and it's probably a safe bet you have an
ISDN Overlay modem.
Sorry.
you can call support and the modem is supported, the tech wont care
where you bought it! granteed that the front line agent is most lokely
not goin gto be able to help you. Call and ask for a supervisor this way
you can getthe help you need or they will send you up the line to tier 3
which will call you back and work with you on this issue. Good Luck!
Thanks,
Bill

If you wind up looking at more A-1000s, make sure they are numbered
for your service type.
