I asked your Biblical Hebrew question to Gibraltar's sage grammarian, Mr Serfaty. He showed me Sefer Michlul, a sefer on grammar written by the Radak. (I also found a much briefer explanation of תִרְגַּלְתִּי here in the Radak's ספר השרשים) He suggests two approaches which I'll try to summarise. I'm not naturally a grammarian so I hope this is right. Here is the original; feel free to flag any inaccuracies:


1. He notes that "most Rishonim" (including Rashi, see ad loc) understand the word תִרְגַּלְתִּי as a verb. In this instance, the ת replaces the ה. This is usual in many (נחי הלמ"ד) words, (e.g. עשה > עשיתי). In the word תִרְגַּלְתִּי, the ת/ה interchange is very unusually at the beginning of the root rather than the end. 


2. The Radak himself, though, understands תִרְגַּלְתִּי as a noun, in the same form as the word תפארת and he quotes his brother R' Moshe as saying the same in his sefer, תחבושת. (Mr Serfaty suggested that perhaps HaShem is rebuking Ephraim that he doesn't realise (וְלֹא יָדְעוּ כִּי רְפָאתִים) that HaShem is his "foot" (רגל), raising him up and being the base upon which he stands.)


That's the extent of my understanding of the Radak, ayin shom for more.

וְאָנֹכִי תִרְגַּלְתִּי לְאֶפְרַיִם קָחָם עַל-זְרוֹעֹתָיו

 

How do you translate/what is the function of the “taf” at the beginning of “tirgalti” (the verb is clearly first person)? R Goldblatt (senior) once told me that this is a unique conjugation in Tanach (“Tiphal” he called it).
