becca_ros: using BECCA with the Robot Operating System

A colleague of mine, Dustin Franklin, recently integrated BECCA and the benchmark worlds with ROS. He's generously allowed me to post his work in a repository on Github. Consider it a blueprint for how to go about doing this in your own project.

Whatever happened to server.py? Should that be added here too?
