changes coming in the USA

just an FYI to start with and then a question. :)

regulations to bring things more in line with what the
markets are actually doing:

but what got me to seeing this was looking for regulations
about how brokers should be computing values from stock
trades (still no luck finding any regulations on that).
any pointers?
