Did you by any change set GLIBC_GENERATE_LOCALES anywhere?

As a matter of fact, yes. My local.conf was derived from someone else's, for
one of the earlier boards we tried out, but it built earlier versions of
beagleboard just fine.

In the don't-modify-unless-you-really-know-what-you're-doing
department: GLIBC_GENERATE_LOCALES
You're telling OE to only generate the en-gb (at a guess) and then act
surprised when it can't find the locales you told it to not generate :)
