Is there a way to change/remove the support message that appears between "LOGIN AS" and "PASSWORD" of a SSH shell?

default username:password is [debian:temppwd]

I edited /etc/issue because its contents matched the message almost identically, but the changes had no effect. I checked this file after a reboot and my changes stayed in place, so the message must be coming from somewhere else. I have researched this much of my day and cannot find a rabbit hole to crawl into that fixes this for me.

Any ideas or guidance would be greatly appreciated! Thank you for your time.
