How to hot-swap video camera?

Hi,

I use Debian image. For my project I need sometimes to turn off/on my camera to reduce power consumption. After turning it back on, "/dev/video0" doesn't appear anymore. I think the problem is that a camera is not hot swappable? Any ideas how to trigger camera re-init?

Preferable is 3.14 or any other version which you can recommend.
