Codesys is an implementation of iec 1131, language(s) & runtime for real-time plc applications. It's is used in industrial automation. E.g. Wago, Beckhoff en Schneider do sell plc's with codesys runtime & development. An implementation for r-pi is also available. I haven't tried it yet.
